When you get into these promotions that are tied to certain stores or brands, then I'd agree; it's too much hassle to keep track of. By making it complicated to use, it's likely that I'll choose not to use it at all. If I have to remember to check what the rebate is on, and then still have to worry that the retailer won't even take Discover, it's just not worth the effort. Their program is perhaps too clever.
