I currently work for a business that personally calls customers to offer this service. The program touts a $25,000 identity theft insurance plan along with all the benefits you mentioned. The insurance only covers certain things, but it's a great deal for the big costs (lawyer fees/court costs, loan re-application fees, long distance calls having to do with restoring your credit, $500 a week of work pay compensation for up to 4 weeks and up to 4 credit report costs). The number that's given to members serves as a connection to fraud specialists that you can call after you've found out that your identity has been stolen, so if you don't call them, they can't help you with anything after alerting you about suspicious activity. Anyways, hope this info helps.

Did this the other day. They do mention the $25 again later on in the signup process. They send you a rebate form for $25 similar to the $100 gas rebate promotion they did a little while back. I got a free (estimated) credit score out of the deal so I figure it was worth the $25 and the trouble to cancel in a month. The cancellation process with Citi's services is pretty easy too - not many companies let you call in and press 2 to cancel your service (usually have to talk to a rep and wait forever and explain exactly what you want to do).
